Test-only hook that will be removed from the public exports in the next major.

Description

Reset global hook installation state. Test-only. Allows isolated test suites to re-install hooks without stacking wrappers from a previous suite's module-level state. Restores the original tmTransaction methods so a subsequent re-install wraps the real methods once, not the already-wrapped versions.
