Generate the managed .agents/skills/ tree from installed @roku-sdk/* skills.

Description

Writes one Agent Skills directory per skill to .agents/skills/roku-sdk-<name>/, the tool-neutral location agent runtimes read. Runs entirely locally — no network access. Only files carrying the managed marker are written or removed. Managed files that were hand-edited are detected and skipped; re-run with --force to overwrite.

Overwrite hand-edited (tampered) files and prune tampered orphans.

CI mode: compute the plan, write nothing, exit 3 if anything would change.

Print the plan and diff, write nothing. Exit 0.

Skip the interactive confirmation (for scripting).
